CEDAR RAPIDS, IA – Cortez Jacobi Riggins, Jr., DOB/04-05-2002, age 18, of Ely, Iowa, was arrested for Robbery-2nd Degree on Tuesday, October 20. At approximately 10:32 p.m. on October 20, a 17-year old male met with Riggins for an arranged sale of a belt for $150. The arrangement had been made online and the parties agreed to meet in a school parking lot.
They met in a parking lot at Kennedy High School, 4545 Wenig Road NE. During the meeting, Riggins allegedly placed the victim in fear of serious injury, took the belt, and did not pay for the item. The suspect lifted his shirt in a manner that led the victim to believe the suspect had a gun. The suspect drove off from the parking lot.
A description of the suspect vehicle was broadcast to police officers and it was located a short time later by officers. A traffic stop was initiated at 29th Street and Edgewood Road NW. The driver of the vehicle was subsequently identified as the robbery suspect. The Gucci brand belt belonging to the victim was inside the suspect’s vehicle.
Riggins was arrested for robbery and for a warrant for Failure to Appear-Initial Appearance for Possession of Drug Paraphernalia. He was transported to the Linn County Jail.
