In FY19, the City of Iowa City is expecting to have available approximately $1,308,000 in federal funds (including FY19 entitlements, plus program income) from the U.S. Department of Housing and Urban Development (HUD).
Approximately $496,000 must be used for HOME eligible activities, which focus on affordable housing activities: rehabilitation or new construction of rental housing, tenant based rent assistance, and home-ownership opportunities.
The remaining funds will be available for allocation to recipients after Council set-asides have been removed for administration, economic development, owner-occupied housing rehabilitation, neighborhood infrastructure and aid to agencies (approximately $75,000). Eligible projects include housing and public facility projects.
Applications for operational funds (salaries, utilities, etc.) are available through the United Way Joint Funding process. Those applications are typically due in August or September each year.
The Housing and Community Development Commission and City staff strongly encourage all applicants to attend the informational workshop, scheduled Thursday, Jan. 4, 2018, at 11 a.m. in Emma Harvat Hall at City Hall, 410 E. Washington St., Iowa City.
Applications are due by noon on Friday, Jan. 19, 2018. The Housing and Community Development Commission (HCDC) and the City Council will review all applications and conduct a public allocation process to determine which projects will receive funding. Funds are awarded according to the needs and priorities outlined in the City’s 2016-2020 Consolidated Plan (CITY STEPS) online at www.icgov.org/actionplan. The funds will become available for use after July 1.
